India's approach to industrial development is evolving from standalone industrial estates towards planned, integrated industrial cities where manufacturing, infrastructure, logistics, utilities and urban development are developed together.
One of the most significant examples of this approach is the Dholera Special Investment Region (DSIR) in Gujarat.
Planned across approximately 920 sq. km, Dholera is a greenfield industrial city being developed as part of the Delhi-Mumbai Industrial Corridor (DMIC). NICDC identifies Dholera as the largest node under DMIC and one of its four developed greenfield industrial smart-city projects.
The vision is to establish an integrated industrial and urban ecosystem capable of supporting advanced manufacturing, investment, employment and long-term economic growth.
What is Dholera Special Investment Region?
Dholera Special Investment Region, commonly referred to as Dholera SIR or DSIR, is a planned greenfield industrial city in Gujarat.
Unlike a conventional industrial estate, Dholera is being planned at the scale of an entire city, with industrial, residential, commercial, institutional, recreational and supporting infrastructure incorporated into the master plan.
The overall planned region covers approximately 920 sq. km.
The 920 sq. km represents the overall planned Dholera SIR, while development is being undertaken progressively through defined areas, beginning with the 22.54 sq. km Activation Area.
Dholera within the DMIC
Dholera is one of the major industrial developments under the Delhi-Mumbai Industrial Corridor.
DMIC provides the broader industrial-development framework, while Dholera represents a specific greenfield industrial city being developed within that framework.
This relationship can be understood simply:
DMIC
India's industrial corridor
↓
Ahmedabad-Dholera Investment Region
DMIC's regional industrial-development framework
↓
Dholera SIR
The planned 920 sq. km industrial city
↓
Activation Area
The initial 22.54 sq. km development zone
This distinction is important because each represents a different scale of planning and development.
A Greenfield City Planned from the Ground Up
Dholera is being developed as a greenfield city, meaning its urban and industrial infrastructure is planned and developed from the ground up rather than being built around an existing metropolitan centre.
This provides an opportunity to integrate infrastructure before large-scale development takes place.
The planning framework brings together:
- Industrial development
- Residential areas
- Commercial areas
- Institutional uses
- Recreation
- Tourism
- Utilities
- Transportation
- Social infrastructure
- Digital infrastructure
The objective is to create a city where industrial activity and urban development can grow together.
Planning Dholera at City Scale
The scale of Dholera is one of its defining characteristics.
At approximately 920 sq. km, the SIR is significantly larger than a conventional industrial park.
Its development therefore requires a long-term spatial framework covering different land uses, infrastructure networks and urban functions.
The city is planned around the principle that industrial development needs more than factory plots.
It requires:
Land + utilities + mobility + logistics + housing + commercial services + social infrastructure + governance
to create an environment capable of supporting businesses and the people working within them.
The Activation Area
Within the larger Dholera SIR, the 22.54 sq. km Activation Area represents the initial development zone.
NICDC describes the Activation Area as the catalyst for the development of Dholera SIR and states that it is almost completed, with trunk infrastructure in place.
It is the first developed part of the much larger 920 sq. km planned city.
A separate article in this series will examine the Activation Area in detail, including its infrastructure, land-use planning and development status.
Infrastructure as the Foundation
Dholera's industrial proposition is built around planned infrastructure.
Within developed areas, the city's infrastructure framework provides shared trunk systems and utility networks intended to reduce the infrastructure burden on investors.
These include systems for:
- Power
- Water
- Wastewater
- Solid waste
- Roads
- Stormwater management
- ICT infrastructure
The plug-and-play approach is intended to provide businesses with access to common infrastructure rather than requiring every investor to independently establish basic city-level services.
Individual facilities still require their own construction, utility connections and applicable approvals.
Dholera's Industrial Focus Sectors
NICDC identifies six priority sectors for Dholera.
These represent the city's industrial focus and investment strategy.
Semiconductors
Semiconductor manufacturing is emerging as one of Dholera's most significant industrial opportunities.
Aerospace & Defence
The city is positioned to support advanced manufacturing and engineering activities in aerospace and defence.
Solar Component Manufacturing
Solar-component manufacturing forms part of Dholera's focus on future-oriented manufacturing and renewable-energy supply chains.
Green Hydrogen
Green hydrogen is identified as another strategic focus sector.
Pharmaceuticals & Biotechnology
Pharmaceutical and biotechnology activities form part of the city's broader industrial strategy.
Heavy Engineering
Heavy engineering is another identified focus sector, supporting large-scale industrial and manufacturing activity.
These six sectors provide an indication of where Dholera is strategically positioned to attract investment, rather than representing six sectors with equal levels of current project activity.
Dholera's Semiconductor Ecosystem
Among Dholera's focus sectors, semiconductors have already progressed from strategic positioning to a major identified investment.
Dholera is the location of Tata Electronics' semiconductor fabrication project, with a planned investment of approximately ₹91,000 crore.
The project represents a significant development for India's semiconductor manufacturing ambitions and is expected to contribute to the emergence of a wider electronics and advanced-manufacturing ecosystem around Dholera.
The project is under development.
Industrial Land for Different Scales of Development
Dholera's planned industrial environment is designed to accommodate different scales of businesses.
NICDC's current investment page advertises industrial plot sizes ranging from approximately 1 acre to 330 acres.
This provides potential flexibility for companies ranging from smaller industrial operations to large-scale manufacturing facilities.
Actual availability and allotment terms depend on the specific parcel and should be confirmed at the time of investment.
Connectivity Supporting Dholera
Connectivity is a critical part of Dholera's industrial proposition.
The city's connectivity framework combines delivered road infrastructure, airport development and access to wider freight and port networks.
Ahmedabad-Dholera Expressway
The Ahmedabad-Dholera Expressway provides a major road connection between Dholera and Ahmedabad.
The complete corridor was dedicated on 31 March 2026, making it an important delivered component of Dholera's external connectivity.
Dholera International Airport
The Dholera International Airport is being developed as another important component of the city's connectivity framework.
Its ownership structure involves:
- Airports Authority of India - 51%
- Government of Gujarat - 33%
- NICDIT - 16%
The airport is intended to support both passenger and cargo requirements.
Freight connectivity
Dholera also has access to the broader Dedicated Freight Corridor network, strengthening its connection with India's national freight infrastructure.
Port access
Dholera's location provides access to regional port gateways including Pipavav, Kandla and Mundra.
Smart Infrastructure and Technology
Dholera's greenfield nature also allows technology to be incorporated into the city's underlying infrastructure.
The development framework includes smart-city systems and ICT infrastructure designed to support:
- Infrastructure monitoring
- Utility management
- City services
- Digital governance
- Urban management
This technology layer is intended to support the efficient management of a large industrial city as it expands.
The objective is not simply to create a physically planned city, but a technology-enabled urban-industrial ecosystem.
Social and Urban Infrastructure
An industrial city also needs infrastructure for the people who work and live there.
The official Dholera portal lists several upcoming social, hospitality and urban-development projects, including:
- Multi-specialty hospital
- Integrated school
- Investor accommodation facility
- Fire station
- Multi-cuisine food court
- Residential and commercial complex
- Corporate hotel
- International tent city
Governance and Development Structure
Dholera's development combines India's national industrial-corridor framework with Gujarat's Special Investment Region planning structure.
Gujarat Industrial Development Board (GIDB) acts as the state's apex authority for Special Investment Regions.
At the project level, Dholera Industrial City Development Limited (DICDL) functions as the implementation agency.
Its ownership structure reflects participation from both the Government of Gujarat and the Government of India:
- 51% through Gujarat's DSIRDA, primarily in the form of land contribution
- 49% through the Centre's NICDIT as financial equity
This structure brings together national industrial-corridor investment and state-level planning and development.
Dholera as an Investment Destination
The combination of planned industrial land, infrastructure, connectivity and sectoral focus creates a distinct investment proposition.
For industrial investors, the city offers the potential for:
- Large-scale industrial land
- Planned utility infrastructure
- Plug-and-play development
- Strategic connectivity
- Sector-focused industrial ecosystems
- Scalable development
- Technology-enabled infrastructure
For businesses, the value of a greenfield industrial city lies in having these systems planned together rather than developing each component independently.
Dholera's Development Model
Dholera's development can be understood through five interconnected layers:
1. Regional planning
The 920 sq. km SIR provides the long-term spatial framework.
2. Initial development
The 22.54 sq. km Activation Area establishes the first developed core.
3. Infrastructure
Roads, utilities, power, water, ICT and other trunk infrastructure create the physical foundation.
4. Industrial ecosystem
Focus sectors and major investments provide the economic engine.
5. Urban ecosystem
Residential, commercial, social and hospitality infrastructure supports the people and businesses operating within the city.
Together, these layers are intended to create a city that can grow progressively rather than functioning as a standalone industrial estate.
Dholera Today and the Long-Term Vision
Dholera should be understood through the distinction between what is planned, what is developed and what is emerging.
The overall SIR covers approximately 920 sq. km.
The initial 22.54 sq. km Activation Area has reached an advanced stage, with trunk infrastructure in place.
Dholera is one of NICDC's four developed greenfield industrial smart-city projects.
At the same time, the larger 920 sq. km region is a long-term phased development, and not every part of the SIR has the same infrastructure readiness as the Activation Area.
Similarly, Dholera's six focus sectors represent its industrial strategy, while individual projects within those sectors are at different stages of development.
This distinction is important because Dholera's significance lies not only in what exists today, but also in the planned scale and infrastructure framework through which the city is expected to develop over time.
Building India's Next Greenfield Industrial City
Dholera SIR represents a different approach to industrial development.
Instead of beginning with an existing city and adding industrial infrastructure around it, Dholera is being planned as a greenfield industrial city where land use, infrastructure, utilities, connectivity, technology and urban development are considered together.
Its scale provides the long-term framework.
Its Activation Area provides the initial developed core.
Its infrastructure provides the foundation.
Its focus sectors provide the industrial direction.
And investments such as the Tata semiconductor fabrication project demonstrate the potential for Dholera to become a destination for advanced manufacturing.
Dholera is therefore not simply an industrial park.
It is a long-term city-scale development designed to create an integrated environment for industry, investment and urban growth.
