Connectivity is a fundamental part of Dholera's development as a greenfield industrial city. Planned around manufacturing, technology, logistics and large-scale investment, Dholera requires an integrated network that can support the movement of people, raw materials, machinery, components and finished goods.
Its connectivity is being developed across road, rail, air and maritime networks, linking Dholera with Ahmedabad, Gujarat's wider economic network, national freight infrastructure and international trade gateways.
The development of these connections is also aligned with the broader principle of multimodal infrastructure, where different transport systems complement one another rather than operating as isolated networks.
Dholera's Connectivity Network
Dholera's emerging connectivity can be understood through five key layers:
- Road: Ahmedabad–Dholera Greenfield Expressway
- Air: Dholera International Airport
- Passenger Rail: Sarkhej–Dholera Semi High-Speed Rail
- Freight Rail: Planned Bhimnath–Dholera freight connectivity
- Maritime & National Freight: Access to Gujarat's major ports and the wider Dedicated Freight Corridor network
Each serves a different requirement. Roads provide flexible regional access, rail supports high-capacity passenger and freight movement, the airport adds passenger and cargo connectivity, while ports and national freight networks connect Dholera to larger domestic and international supply chains.
1. Ahmedabad-Dholera Expressway
The Ahmedabad-Dholera Greenfield Expressway (NE-8) is the most significant completed road connection between Ahmedabad and Dholera.
The approximately 109-km access-controlled expressway was developed by the National Highways Authority of India under the Bharatmala Pariyojana and was dedicated on 31 March 2026.
The corridor connects the Ahmedabad region with Dholera and extends towards Adhelai in Bhavnagar district. Its completion has substantially improved road access to Dholera and strengthened its connection with the wider Gujarat road network.
A regional transport corridor
The expressway is not simply a direct road between Ahmedabad and Dholera. It has been planned as part of a broader regional transport network, with connections towards important destinations and existing highways.
It also strengthens access towards:
- Dholera SIR
- Dholera International Airport
- Lothal National Maritime Heritage Complex
- Bhavnagar and surrounding regions
- the wider Gujarat highway network
The expressway has significantly improved travel between the Ahmedabad region and Dholera. Reported journey times of around 45 minutes are, however, corridor-based estimates rather than a guaranteed travel time from every location in Ahmedabad to every location in Dholera.
For Dholera, the significance of the expressway extends beyond passenger travel. Faster road access supports the movement of industrial inputs, finished products, employees, investors, business visitors and service providers.
It provides the operational road backbone for Dholera's connection with Ahmedabad and the surrounding economic region.
2. Dholera International Airport
Dholera International Airport is being developed as a greenfield airport designed to support both passenger and cargo activity.
The airport is being developed through Dholera International Airport Company Limited (DIACL), involving the Airports Authority of India, Government of Gujarat and NICDIT.
Its role is particularly important in the context of Dholera's industrial development. As manufacturing, technology and investment activity expand, the airport can provide an additional gateway for business travel, high-value goods and time-sensitive cargo.
Passenger and cargo infrastructure
The airport includes a passenger terminal and dedicated cargo infrastructure.
A government review described the passenger terminal as approximately 25,000 sq. m, with an annual handling capacity of up to 20 lakh passengers. A dedicated 2,500 sq. m cargo terminal is also part of the airport development.
The distinction between passenger and cargo infrastructure is important for Dholera because the airport is being developed to serve an industrial region rather than only conventional passenger traffic.
Its potential role includes:
- business and investor travel
- employee and professional mobility
- high-value cargo
- time-sensitive industrial shipments
- connectivity for emerging technology industries
- broader regional passenger movement
3. Airport Connectivity with the Wider Transport Network
The airport is being planned as part of Dholera's wider multimodal transportation system.
Road connectivity is being developed to link the airport with the Ahmedabad–Dholera Expressway, while a rail station is planned adjacent to the airport terminal as part of the proposed semi-high-speed rail connection.
This creates the potential for the airport to be connected directly into both the road and rail networks rather than functioning as a standalone facility.
The resulting network can be understood as:
Ahmedabad → Expressway → Dholera → Airport
and, as the rail project is implemented:
Ahmedabad → Semi High-Speed Rail → Dholera / Airport
The integration of these systems is particularly relevant for an industrial city where passenger movement and logistics activity need to operate together.
4. Airport Development and Operational Readiness
Dholera International Airport has progressed significantly through its construction phase.
At a ministerial review, approximately 80% of overall airport construction was reported complete, while around 75% of passenger-terminal work had been completed. The runway, taxiway, ATC tower and ancillary structures were reported complete, while other facilities and regulatory processes remained in progress.
The airport has therefore moved into an advanced stage of development.
Operationalisation was targeted for September-October 2026, subject to completion of the remaining works and DGCA licensing.
Dholera International Airport is under development and progressing towards operationalisation, with the remaining works and regulatory approvals forming part of the final stage.
5. Ahmedabad-Dholera Semi High-Speed Rail
Dholera's passenger connectivity is also being strengthened through the Sarkhej–Dholera Semi High-Speed Double Line project.
The project was approved on 13 May 2026, with an estimated cost of ₹20,667 crore and a planned length of approximately 134 km
The corridor is being planned as an important part of the multimodal transport network connecting Ahmedabad with Dholera.
It is also planned to serve the broader connectivity ecosystem around Dholera International Airport and the Lothal National Maritime Heritage Complex.
220 km/h design speed, 200 km/h operating speed
The corridor has a design speed of 220 km/h, while the stated operating speed is 200 km/h.
This distinction matters because design speed represents the technical capability used in planning and engineering, while operating speed represents the speed at which passenger services are intended to run.
The project is intended to substantially reduce passenger travel times between the Ahmedabad region and Dholera and support more convenient commuting as Dholera's industrial and employment base expands.
6. Rail Connectivity for Industrial Movement
Passenger rail is only one part of Dholera's future transportation requirements.
An industrial city also needs infrastructure capable of moving large volumes of materials, machinery, components and finished products.
The Bhimnath-Dholera freight rail connection forms part of the broader planning for industrial freight connectivity.
Its relevance lies in strengthening Dholera's connection with the wider railway and logistics network, particularly as manufacturing activity grows.
This distinction between passenger and freight infrastructure is important:
Passenger connectivity
Designed around the movement of employees, investors, professionals and visitors.
Freight connectivity
Designed around the movement of industrial materials and products.
Together, these two systems support different parts of the industrial ecosystem.
The Bhimnath-Dholera connection is currently planned/approved freight connectivity.
7. Access to the Dedicated Freight Corridor Network
Dholera's location also provides access to India's wider Dedicated Freight Corridor network.
The significance of this connection lies in linking Dholera to the larger national freight ecosystem rather than treating the city as an isolated industrial destination.
For manufacturers, access to a wider freight network can support the movement of:
- raw materials
- machinery and equipment
- industrial components
- containers
- finished products
- bulk industrial cargo
It can also strengthen connections between Dholera and other manufacturing and consumption centres across India.
8. Connectivity to Gujarat's Major Ports
Dholera is also positioned within Gujarat's established maritime logistics network.
Major ports such as Mundra, Kandla, Gogha and Pipavav provide regional gateways to domestic and international maritime trade.
For a manufacturing-led economy, access to ports can support the movement of:
- imported machinery
- industrial equipment
- raw materials
- components
- containerised cargo
- export-oriented products
This becomes particularly relevant for industries whose supply chains extend across India and international markets.
9. Connecting Manufacturing to Markets
The real significance of Dholera's connectivity lies in how these different systems can work together.
A manufacturing supply chain rarely depends on a single mode of transport.
A simplified industrial movement could look like:
Port / National Freight Network
↓
Road / Freight Rail
↓
Dholera Manufacturing Facility
↓
Road / Rail / Air
↓
Domestic or International Market
At the same time, people can move through:
Ahmedabad → Expressway → Dholera
and, as the rail project is implemented:
Ahmedabad → Semi High-Speed Rail → Dholera
The airport adds another passenger and cargo gateway to this network.
This is the foundation of Dholera's multimodal connectivity model.
10. Connectivity for an Industrial Ecosystem
Different industries have different logistics requirements.
A semiconductor facility may require specialised equipment and time-sensitive components.
An engineering manufacturer may require heavy machinery and large-volume freight movement.
A logistics operator may depend on road and rail connectivity.
An export-oriented manufacturer may require efficient connections to ports.
Business leaders, investors and employees require reliable passenger connectivity.
Dholera's transportation infrastructure is therefore being developed to serve multiple layers of economic activity simultaneously.
The combination of road, rail, air and maritime access gives businesses the ability to use different transport modes according to the nature and urgency of their requirements.
11. From Ahmedabad to a Wider Economic Network
Ahmedabad is an important part of Dholera's connectivity ecosystem.
The operational expressway has strengthened the physical relationship between the two regions, while the proposed semi-high-speed rail corridor is intended to provide another high-capacity passenger connection.
The airport adds a future aviation gateway, while freight and port connections extend Dholera's reach beyond the Ahmedabad region.
This means Dholera's connectivity is not limited to one city.
It creates connections across:
Ahmedabad → Dholera → Gujarat's Industrial & Logistics Network → National Markets → International Trade
As infrastructure develops, this network can support Dholera's transition from a greenfield development into a more deeply integrated industrial destination.
12. Dholera's Connectivity: Current Position
- Ahmedabad-Dholera Expressway: Complete corridor dedicated on 31 March 2026; operational road connection
- Dholera International Airport: Under development; construction and licensing progressing towards operationalisation
- Airport passenger terminal: Approximately 25,000 sq. m; designed for up to 20 lakh passengers annually
- Airport cargo terminal: Dedicated cargo infrastructure under development
- Sarkhej-Dholera Semi High-Speed Rail: Approved on 13 May 2026; approximately 134 km
- Rail design / operating speed: 220 km/h design speed; 200 km/h operating speed
- Bhimnath-Dholera freight connection: Planned/approved freight connectivity
- Dedicated Freight Corridor: Wider national freight-network access
- Mundra, Kandla & Pipavav: Regional maritime gateways
This distinction between operational, under-development and planned infrastructure is important. Dholera's connectivity advantage is being built progressively, with different projects at different stages of implementation.
13. Building a Multimodal Industrial Gateway
Dholera's connectivity is being developed as an interconnected system rather than as a collection of individual projects.
The Ahmedabad-Dholera Expressway has already established a high-speed operational road connection.
The Dholera International Airport is progressing towards operationalisation and is being planned with both passenger and cargo infrastructure.
The Sarkhej-Dholera semi-high-speed rail corridor will add a dedicated passenger connection, with a planned station adjacent to the airport terminal.
The freight rail network is intended to strengthen industrial logistics, while access to the Dedicated Freight Corridor network and Gujarat's major ports can connect Dholera with wider national and international supply chains.
Together, these systems create the foundation for a city where people, industry and goods can move through multiple interconnected channels.
Connecting Dholera to Opportunity
For an industrial city, connectivity is ultimately about more than reducing travel time.
It determines how efficiently businesses can access markets, how easily employees can reach workplaces, how quickly industrial inputs can arrive, and how effectively finished products can move towards customers and export gateways.
Dholera's emerging network brings together road, rail, air and maritime connectivity to address these requirements.
With the expressway already operational and airport, passenger rail and freight infrastructure progressing, Dholera is building the transport foundation required to support its long-term industrial and economic development.
The objective is simple: connect Dholera not only to Ahmedabad, but to the larger networks through which India's industry, trade and investment move.
